Embedded in these reforms were efforts to restructure agricultural product and input marketing systems. In the 1990s, reforms extended to the privatization of state-owned agro-processing enterprises alongside the liberalization of markets for agricultural and other primary products. The efficacy of these reforms has, however, been mixed. In many cases state-owned enterprises were privatized under weak regulatory environments (Jaffee and Morton, 1995), while the slow evolution of financial markets and ancillary service providers acted to limit access to finance and inputs, and curtailed efforts to enhance efficiency through investments in new technologies.
